About - AAI

The African Ministerial Conference on Environment (AMCEN) was mandated by the 25th African Union Summit held in Johannesburg, South Africa in June 2015, to develop, with the African Group of Negotiators (AGN), a proposal for enhanced support to Africa on adaptation and loss and damage. The African Adaptation Initiative (AAI) was launched in Paris during the 21st Conference of the Parties (COP) that took place in December 2015.

The AAI aims to enhance action on adaptation, with the aim of addressing the adaptation financing gap, and implementing measures to address loss and damage in Africa. This will be done through partnerships with institutions and organisations undertaking relevant work on the continent to scale up and replicate on-going initiatives and develop proposals for new initiatives. The AAI will advocate for and facilitate access to existing and scaled-up resources for African countries to develop and implement policies, plans, and actions to support their efforts to adapt and address loss and damage.

Outcomes

After successfully delivering results as intended under Phase 1 (2015-2016) and Phase 2 (2017-19), the AAI is now resourcing and implementing post-2020 activities under Phase 3 (2020-2030). Phase 3 begins with achieving transformative results for adaptation in Africa through a 2020-2025 Roadmap. In delivering the AAI 2020-2025 Roadmap, the AAI seeks to contribute results across four high-level outcome areas:
  • Un milliard de dollars est investi dans les pays africains pour garantir des services d'information climatique adéquats (y compris des systèmes d'alerte précoce et des infrastructures d'observation) afin de soutenir des politiques et des décisions solides en matière d'adaptation.
  • Tous les pays africains ont traduit leurs engagements en matière d'adaptation dans les plans nationaux d'adaptation (PNA) et les contributions déterminées au niveau national (CDN) en plans d'investissement et en réserve de projets investissables.
  • Doublement du financement de l'adaptation auquel les pays africains ont accès et qu'ils mobilisent pour leurs priorités urgentes d'ici 2025.
  • Mise en œuvre d'au moins un programme phare régional dans chacune des 5 régions d'Afrique, portant sur les secteurs critiques de l'économie africaine : agriculture, eau, prévention des catastrophes, villes et communautés locales, protection des côtes, santé et biodiversité et écosystèmes.

AAI’s Phased Approach: AAI is implemented through a phased approach to achieve transformative adaptation results for Africa in sync with global processes

PHASE 1

(2015 — 2016)

A political mandate from African Heads of State and Government and endorsement from all 54 African countries was given.
The AAI was launched at COP 21 in Paris.
Two Technical Working Group meetings were held.

This phase of the AAI has been successfully achieved.

PHASE 2

(2017 — 2020)

The AAI will play a facilitative role, working with partners to scale up and replicate adaptation action and approaches to address loss and damage. This phase will begin with facilitating support to African countries to develop and implement National Adaptation Plans (NAPs) through a partnership with UNDP.
AAI will develop a yearly report to map on-going initiatives on adaptation and addressing loss and damage and assesses progress towards meeting its objectives.

PHASE 3

(2020 — 2030)

The AAI will continue to work with partners to facilitate the scaling up and replicating of adaptation action and approaches to address loss and damage. Additional flagship programmes will be developed and additional resources will be mobilised.

The AAI aims to work with partners to facilitate access to support and implement activities in four key areas.

Goal: All African countries have climate information services adequate in quantity and quality to support decision making.

Pilier 2 : Renforcer les politiques et les institutions

Goal: Stronger continental, regional, and national institutional and policy frameworks to support decision making on adaptation and loss and damage in Africa.

Pilier 3 : Renforcer l'action sur le terrain

Goal: Significantly increase the number of projects and programs being implemented to enhance adaptation and address loss and damage in Africa.

Pilier 4 : Financements et investissements climatiques

Goal: Increase access to funding and mobilise additional support to enable the implementation of adaptation actions and approaches to address loss and damage.

The proposed delivery model is described below.

Orientation politique : Political leadership to guide AAI will be provided by CAHOSCC and AMCEN.

Comité directeur : A steering committee comprising of the AMCEN bureau and chair of the AGN.

Unité de soutien technique : The day-to-day operationalisation of the AAI will be coordinated by the TSU.

L'AAI met en œuvre le projet Améliorer les connaissances et les preuves pour intensifier l'adaptation au changement climatique en Afrique, soutenu par l'UE et le PNUD. Le TEG de ce projet qui comprend des représentants de l'Union européenne, du Centre mondial sur l'adaptation (GCA), du champion AAI, de la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) et de l'Institut de l'environnement de Stockholm (SEI) s'est réuni et a fourni des conseils et des recommandations pour le projet activités pour cette année.

The African Adaptation Initiative (AAI) Champion calls for a “Marshall Plan for climate” at the Cop26 World Leaders Summit

During the World Leaders Summit (1-2 November 2021) at the 26th Conference of the Parties (CoP) of the United Nations Framework Convention on Climate Change (UNFCCC), His Excellency Ali BONGO ONDIMBA, President of the Gabonese Republic, Champion of the African Adaptation Initiative (AAI) highlighted how Gabon is committed to being one of the most carbon-positive country in the world and called on countries that contribute the most to global greenhouse gas emissions to increase their ambitions in line with the 1.5 degrees Celsius goal.

Leaders’ Dialogue on Africa COVID-Climate Emergency

The Leaders’ Dialogue on the Africa Covid-Climate Emergency is being convened on 6 April 2021 by the African Development Bank and GCA, in close collaboration with the United Nations and Africa Adaptation Initiative. It brings together African Heads of States and Governments, bilateral partners, heads of international organizations and development agencies. The Dialogue serves as a platform to present Africa’s needs to the global community to scale up and speed up actions, financing and partnership.
